Article I – Name
The
Name and Title of this organization is to be known as Logan’s Ferry Sportsmen’s
Club, Inc.
Article II – Purpose
The
purpose of this organization is to promote and foster by all lawful means,
the protection and conservation of our natural resources and wildlife in
field, stream and forest. The
encouragement of rifle, pistol and shotgun proficiency with a view toward a
better knowledge of the safe handling and proper care of firearms as well as
improved marksmanship through basic firearms instructions.
This
organization shall be non-partisan in the support of legislation and policies
for the protection of wildlife, our natural resources, hunting and fishing
privileges and the right to keep and bear arms, good fellowship and ethics
among sportsmen, the conduction of game shoots and target practice with
firearms, establishment of good relationship among farmers and sportsmen,
providing quarters for social enjoyment, pleasure and recreation for our
members and to affiliate with such other district, county, state or national
organizations whose purposed and objectives are not contrary to those of this
organizations. However, we will
not be part of any organization or group having as it’s
purpose or one of it’s purposes the overthrow by force and violence of
the Government of the United States or any of it’s
political subdivisions.
Article III –
Election of Officers
The
election of Officers of this organization shall be as follows:

Section
A. through G. vacancies shall be filled if at all possible.
Who,
acting together, shall constitute the Executive Board. The word “he” is to be
considered as meaning both genders.
Article IV – Duties
of Officers
President
The
office of the President shall be a two(2) year
term. The President shall preside
at all meetings of the Club and of the Executive Board. He can be a member ex-office of all
regular and special committees.
He can countersign all checks with the Treasurer. He shall appoint members in good
standing to all regular and special committees and designate one member as
Chairman. He shall lay out their
duties and call for a report of each Chairman at all regular meetings. He shall maintain order and rule on
all points of order. He shall see
to it that the will of the members is carried out. Upon leaving the office at the
completion of the term, the ex-president may serve as Director for the year
following his expired term.
Vice President
The
Vice President, in the absence of the President, shall preside and perform
the duties of the President. The
President or Vice President shall approve expenditures. He can countersign all checks with the
Treasurer.
Recording Secretary(s)
It
is the Recording Secretary’s duty to keep minutes of the meetings. To take the roll call of Officers and
mark the absentees at meetings.
To read minutes of the previous meeting, to read important
correspondence (or give a summary of it) to the body at regular
meetings. To record all the
proceedings (what is done), not the debate (what is said). To record the name of a member who
introduces a motion. To notify
committees of their appointments and businesses. To take charge of all documents
belonging to the organization when requested. To call a meeting to order in the
absence of the President and Vice President and to preside until the election
of a Chairman pro-tem, which should take place immediately, He is also to keep a Policy
Log.
Membership Secretary(s)
The
Membership Secretary shall be required to keep a record of all dues paying
members, and to keep a mailing list of said members and upon the approval of
the Executive Board shall make available an updated list as designated by the
Executive Board to send bills when due.
To Make provision for collection of dues. To turn over all collected monies to
the Treasurer, all initiation fees and dues, as well as other monies and keep
a duplicate record to be signed by the Treasurer as having received such
monies. Monies should be turned
in as soon as possible or at the next regular business meeting. These records are to be kept by both
for auditing purposes. To make a
breakdown report of membership; Adult, Family, Senior, Disabled, Junior and
Life. This report will be made
the first meeting after each quarter and at the end of the year.
Treasurer
It
shall be the Treasurer’s duty to receive any and all monies due and
owing from the Membership Secretary(s) or from any other source and deposit
said funds in an interest bearing account or accounts in the best interest of
the Club, and approved by the organization. Any monies deposited in an uninsured
account must not exceed 20% of the Club’s cash assets. To keep bookkeeping records of such
funds, to pay by check, countersigned by the President or any other
authorized person, to pay bills from Officers and committee members only when
authorized and when receipts and vouchers for expenditures are attached. To disburse all monies as the
organization may direct. To give
a complete financial report which has been audited at the
end of each calendar year.
It shall be the duty of the Treasurer to notify the Board of Directors
of any change in the financial status of the Club.
Chief Instructor
The
Chief Instructor shall have charge of all basic rifle, basic pistol, basic
shotgun, home safety, hunter safety and firearms safety courses. He shall have the authority to appoint
instructors to assist him and to place said instructors in whatever
capacities he feels they are knowledgeable and best suited for. He should be (if possible) certified
in rifle, pistol, shotgun, and home education by the National Rifle
Association and in Hunter Education by the Pennsylvania Game Commission. The Chief Instructor shall work with
and assist the Director of Junior Shooting programs.
He
shall contract no bills without authorization of the Executive Board. The Chief Instructor will be
reimbursed for any approved Club connected expenses. Receipts and same shall be given to
the Treasurer. No person can
accept nomination to this office unless he can qualify and accept the
responsibilities of the office.
Directors
The
elected Officers and Directors shall constitute the Executive Board. The majority of the Executive Board
shall constitute a quorum.
The
Executive Board shall transact routine business between meetings, and act in
emergencies. All business
transacted by the Executive Board shall be reported at the next business
meeting.
Any
member of the Executive Board that neglects his duties,
shall be called before the Executive Board and if the Executive Board members
are not completely satisfied with his explanation, they shall report and
recommend what, if any, action is to be taken at the next business
meeting. If the member in
question, after being notified of the meeting date, time and place, fails to
appear, the Executive Board will proceed without his being present. A letter of intention will be sent by
the Executive Board if a Board member misses three meeting in a quarter that
are unexcused.
Auditors
The
president shall appoint an Auditing Committee, of members in good standing, that have been approved by the Executive Board.
Executive Committee Motion
Any
motion made that may need consideration in protecting the best interests of
the Club, and not agreed to by any three members of the Executive Board
present at that meeting will be referred to the Executive Board. The motion must be passed by a
two-thirds (2/3) majority of the Executive Board members present or by proxy
vote, in order to be entertained at the next business meeting.
General Conduct
Use of Club Name
No
Officers, Directors, or members shall use the Club, its assets, its income nor its facilities for personal gain; nor use
the Club name for any purpose or reason other than stating that they are a
member, unless authorized to do so by the Executive Board and/or by the body
at a regular meeting.
Return of Club Property
All
Officers and Directors, or any club member upon completion of their term of
office, or upon resignation or suspension must return to the Club forthwith,
all property, including restricted keys belonging to the Club.
Members in Arrears with
their Dues and/or Assessments
Members
have from December 1 to March 31 to pay their dues. They shall not be in good standing
until such time as said dues are paid.
After March 31, you will join as a new member. Dues must be paid by the first meeting
in January to remain a member in good standing. A member not in good standing
can not use the club.
Delegate Duties
Any
delegate appointed or elected to represent this Club must carry out and vote
the wishes as directed by the Club.
All money collected from raffles, courses, Club activities or sale of
Club property must be turned in to the Treasurer by the next regular business
meeting.
Article V –
Membership
A.
Membership shall be open
to any person whose interests correspond with Article II of these Bylaws.
B.
The President shall
appoint an interviewing committee for the purpose of interviewing proposed
members in another room of the Club.
Proposed members not able to attend a regular business meeting shall
attend a special initiation proceeding set by the President. Until a proposed member has been
interviewed, he or she cannot be accepted into the Club. Applicants for membership are required
to display their good faith in fostering the objectives of this Club by
taking and signing the Club oath.
To accept an applicant into the Club a two-thirds (2/3) vote of the
members present at a business meeting is required.
C.
No person shall be denied
membership on the basis of race, creed, national origin or religion.
D.
Membership cards cannot be
transferred or loaned to any other person.
E.
Key cards are not
transferable and are to be used only by the member or eligible family members
to whom
the key card is issued. Any
violation of the key card privilege is subject to be censored by the
Executive Board.
New members will purchase a key card for the gate
when joining the Club. New
members may qualify for a key for the indoor range after attending an
orientation conducted by a member or members appointed by the President. Any special circumstances can be
referred to the Executive Board for their resolution.
Adult members in
good standing must have a key card (one per household). Key
card
is a one-time charge. Officers
and Directors will be exempt from this charge.
There
will be a charge for lost key card replacement. Key cards will not operate
gate or Club house after the first meeting in January unless the current
year’s dues have been paid.
No Club keys or key cards will be made by members.
F.
Life members may be
selected from the membership by the Executive Board. Club dedication and years of
membership will be considered. A
Life member will be entitled to all rights and privileges of this
organization, with no exceptions.
Article VI –
Initiation Fees and Dues
A.
All adult (18 and over)
applicants to membership in this organization shall pay an initiation fee
plus annual dues. Partial
payments of initiation fees or dues shall not be accepted unless authorized
by the Executive Board.
Initiation fees and dues structure may be changed by proper action
taken by the organization.
B.
Any person having reached
their 62nd birthday, shall upon making application for membership,
they shall pay annual reduced senior dues.
C.
Any member or persons
totally and permanently disabled shall upon request, have their case
considered by the Executive Board.
The Executive Board shall require proof of the disability. If the member or applicant is
receiving total Social Security benefits, the Executive Board need not require
further proof. Upon the Executive
Board’s favorable recommendation, the members shall vote upon the
recommendation at the regular meeting and if approved, the initiation fees or
dues shall be the same as in “B” above. The initiation fees and dues will be
set yearly by the Executive Board.
D.
The Family Plan is defined
as husband and wife, or two persons living together as husband and wife, but
not actually married, and their children under
eighteen (18) years of age. The
children in the Family Plan will have the same rights and privileges that any
Junior member of the Club has according to the
bylaws.
E.
The Club can have work
days as needed. Each adult member
that attends a work day shall be given credit by someone authorized by the
Club to do so or an officer of the Club, by issuing a receipt showing his
fulfillment of the work requirement.
F.
The dues and initiation
fees will be set yearly by the Executive Board.
Article VII – Nominations and Elections
A.
Nomination of Officers and
Directors of this Club shall be made the first meeting night in Feb. of each
and every year by a Nominating Committee. Further nominations may be made the
night of the election. All
members nominated must be present to accept or decline the nomination. Any member who cannot be in attendance
and wishes to accept a nomination for one of the offices can do so by writing
a letter to the Secretary expressing his desire to run for office. This notice must be in the hands of
the Secretary prior to the night of the nominations. Nominees must have the current years
dues paid to accept nomination for office. This must be verified by the Membership
Secretary.
Nominating Committee
A
Nominating Committee shall be selected by the Executive Board at the first
Jan. meeting from members of the Club.
No less than three members and no more than seven members shall be
selected. No member of the Nominating
Committee can be nominated for office.
Duties of the Nominating
Committee
The
Nominating Committee shall review the activities of the members. They shall select members for
nomination based on the interest shown by the members and their participation
in assisting in Club sponsored activities. Any member not having attended at
least eight meetings in the previous year shall not be eligible.
The
Nominating Committee shall interview by telephone or in person each member
proposed for office. They must
have the consent of the proposed member before placing his name in
nomination. Any member wishing to
be considered by the Nominating Committee shall indicate their desire in
writing and also the office they seek.
Names must be submitted by the first meeting night in Feb. to the
Nominating Committee.
